I carry most of my weight in my belly and boobs, but I don't have the pants-rolling down problem. Most of my pants are stretch cotton twill (2-3% spandex, 97-98% cotton), and I wear a straight size 18, as opposed to a women's size. I find the straight size 18 fits me best, which perhaps helps prevent the waistband roll-down. Just a speculation, though. I can't say for sure because my... I find it's my thighs too--trying to squirt out of the tops of my jeans like toothpaste out of the tubes-dragging down my pants.
